Dumping RewardsStop illegal dumpers by turning them into authorities. If your tip turns into an arrest or citation, you will receive $250. Here's what you need to do:
- See it:
- Dumper description: Gender, ethnicity, age, hair color, clothing, etc.
- Vehicle: License plate number, color, make and model
- Incident: Time and date, location and type of materials
- Any other identifying or incriminating evidence

Eligibility Requirements:
- Only materials dumped in the public right-of-way — i.e. public roadways — are eligible for rewards.
- Rewards do not apply to materials dumped on private property.
- Callers must provide specific information to CARC, which will relay information to County Code Enforcement Division and/or the Sheriff's Office.
- Only illegal dumping that has occurred in areas that are normally serviced by the Sacramento County Department of Waste Management and Recycling (DWMR) are eligible for the reward.
- Littering does not qualify for illegal dumping rewards.
- Abandoned vehicles do not qualify as illegal dumping.
- County employees are not eligible to receive rewards.
How It Works:
- Tips received through the CARC hotline will be sent to Code Enforcement Division/Sheriff, DWMR and the Department of Neighborhood Services (DNS).
- There will be a five day waiting period for investigation of the reported materials.
- Following the five day waiting period, DWMR will clean up the pile.
- If a "tip" call leads to a citation or arrest, Code Enforcement/Sheriff will notify the DNS of the success.
- DNS will then process the claim through the County Auditor's Office, which will mail a reward check to the caller's home address. Each caller is eligible to receive up to one reward check of not more than $250 per quarter. When more than one caller reports a single violation, the first notification shall be eligible for the reward. If the notifications are received on the same day, the reward shall be divided equally among the callers.
- Should the caller wish to remain anonymous for purposes other than to receive the reward, the caller's personal information shall remain confidential and not for public disclosure (per Government Code Section 6254 (f), which allows the County to protect as confidential information the identity of any person who reports of illegal dumping.)
